Well, that's an interesting issue. When we contacted the MoEC through a third party we were informed that #1. a complaint could not be self initiated and #2. that the person (it must be an individual) making the complaint must have knowledge of the alleged violation and further must hold the subjective belief that some improper or illegal activity had occurred.
